Boldly signed at the conclusion in ink by President William McKinley, and countersigned by Secretary of War Russel A. Alger. The blue seal affixed at the lower left remains fully intact. Handsomely cloth-matted and framed with a portrait and plaque to an overall size of 29.5 x 27. In fine condition.
