Partly-printed DS as president, signed “R. B. Hayes,” one page, 7.75 x 10, March 16, 1878. President Hayes directs the Secretary of State to cause the Seal of the United States to be affixed to “an Envelope containing a Ceremonial Letter addressed to the Emperor of Germany.” Signed at the conclusion by Rutherford B. Hayes. In fine condition, with a small stain near the top edge. Although unconfirmed, the ceremony was likely the birthday of William I, German Emperor, who turned 81 on March 22, 1878. That year was not especially kind to William I, who survived assassination attempts in both May and June.
