Partly-printed vellum DS, signed “Wm. H. Taft,” one page, 14.75 x 10.5, August 1, 1901. As Governor-General of the Philippines, Taft appoints Louis M. Mans of Maryland as a "Commissioner of Public Health." Signed at the conclusion by William H. Taft. In fine condition, with creasing to the top corners, and light show-through from two ink stains on the back.
