Hall on the subject of a promotion, in full: "You are hereby promoted from clerk at $1200 per annum and appointed clerk with pay at the rate of $1400 per annum, 'Maintenance, Supplies & Accounts' (pay of clerical, drafting, inspection force, etc.) to take effect when you have executed the required oath." Rubber-stamped with Roosevelt's full signature, and endorsed by him in fountain pen, "F.D.R." In very good to fine condition, with a stain along the upper left edge.
