World War I-dated partly-printed vellum DS as president, one page, 15.75 x 19.75, June 30, 1917. President Wilson appoints Henry D. Stailey as an "Ensign in the Navy…in the service of the United States." Signed at the conclusion by Woodrow Wilson, and countersigned by Secretary of the Navy Josephus Daniels. The original blue Navy seal remains affixed to the lower vignette. In fine condition.
