The United Kingdom is also taking part in discussion on a European Convention for the protection of laboratory animals. When we are sufficiently clear about the obligations which the Convention will impose we shall be able to move on to domestic legislation. I am afraid that no Government funds are available to give support to the specific development of alternatives to the use of live animals in biomedical research. The Medical Research Council considers that specific research projects on alternative techniques are best developed by scientists in the course of their own research programmes…I am afraid the fact remains that animals must continue to be used at present if progress in certain areas of biomedical research is to be maintained."
