Williams for “a method of making or manufacturing felt or a substance in the nature thereof applicable to covering the bottom of vessels & other useful purposes.” Countersigned by J. Macpherson Berrien as Attorney General. The paper and ribbon seal remains intact at lower left. In good condition, with slightly irregular adhesion to Jackson’s signature, moderately irregular adhesion to Van Buren’s signature (both still legible), intersecting folds, a few small holes, and scattered wrinkling and soiling.
