Third Chief Justice of the United States and delegate to the Constitutional Congress (1777–84) who later submitted the amendments which became the Bill of Rights. As a member of the Committee of the Pay Table, Ellsworth was one of the five men who supervised Connecticut’s war expenditures. DS, signed “O. Ellsworth,” one page, 7.25 x 4.75, May 29, 1778. Ellsworth orders “Pay Capt.
