TLS, in Russian (Cyrillic), signed “Trotsky” in blue pencil, two pages, 8.5 x 14, September 20, 1919. A typed resolution adopted at a meeting at the Podolsk Ammunition Factory. In part (translated): “It was resolved that: As far as provisions, the Podolsk ammunition and optics factories shall be detached into a special unit with its own address, entrusting the direct supply of these factories to the Commissariat on Foodstuffs…. The blue-collar and white-collar workers of the Podolsk ammunition and optics factories shall be placed on a Red Army food ration…. It shall be proposed that the Central Fuel Committee preemptively supply the Podolsk ammunition and optics factories with the firewood they need for production up to the month of December…. It shall be proposed that the Central Board on Factory Worker Management discuss the possibility of sending highly skilled Tula factory workers on temporary assignments to the Podolsk and Siberian factories as instructors in order to put matters in order there…. For the purpose of combating low labor productivity and untidy appearance on the job, it shall be necessary to introduce incentives for workers who properly perform and have a conscientious attitude toward their work on the one hand, while to the other hand, punitive measures shall be implemented for those who shirk these duties. A primarily in-kind bonus shall be established as an incentive…. This same commission shall be charged with formulating punitive measures to the extent of depriving untidy and unconscientious ammunition factory workers of the right to a bonus for a specified period of time, as well as all the ration and other privileges that are generally granted to the ammunition factory workers in view of exceptional conditions…. The resolution of the Defense Council concerning the mobilization of male and female communists to replace unreliable ammunition factory workers shall be put into effect.” The text contains several blue pencil corrections, evidently by Trotsky.
