In full: “Great and good friend: I have received Your Excellency’s letter of the twenty-first of April, last, announcing your election as President of Peru by the free vote of your fellow citizens, and that you had formally entered upon the duties of that exalted station. I cordially congratulate Your Excellency and reciprocate the wishes which you express for the perpetuity of harmonious relations between our respective Republics. I trust that your Excellency’s administration may conduce to this desirable end, and may, also, promote and confirm the happiness and prosperity of Peru. And so, I pray God to have Your Excellency in His safe and holy keeping. Your good friend, Millard Fillmore.” Countersigned by Secretary of State Daniel Webster.
