Outstanding TLS signed 'Jerry Ford,' one page, 7.5 x 10.25, Congress of the United States, Office of the Minority Leader letterhead, December 12, 1969. Ford responds to a constituents critical question. In part, 'Your recent communication concerning the alleged massacre in Vietnam has been received. I can assure you that we deeply regret the killing and destruction which takes place in any war. President Nixon is working diligently to promote peace in Vietnam. However, we must put into proper perspective the allegations of atrocities by American troops by remembering the murders, plunderings, atrocities, etc., of the Viet Cong and North Vietnamese. Our troops in Vietnam have been experiencing and witnessing the more horrible and outrageous conduct by the enemy who has been merciless. The behavior of the enemy does not excuse our men; but what is alleged must be viewed in the context of all that is happening in Vietnam. Undoubtably, the American public has not seen the extent and does not know the nature and amount of atrocities by the enemy.'
