Partly-printed vellum DS as president, one page, 14.25 x 17.5, February 8, 1899. President McKinley appoints Roger Wells, Jr., as "a Lieutenant in the Navy." Boldly signed at the conclusion in ink by President William McKinley, and countersigned by Secretary of the Navy John D. Long. The blue embossed Navy Department seal affixed at the bottom remains intact, with a couple small edge chips. Matted and framed to an overall size of 20 x 23.25. In fine condition. Accompanied by a full letter of authenticity from JSA.
