Printed Act of Congress, signed “Edm Randolph,” one page, 8 x 13, dated May 31, 1794. The secretary of state presents an act approved by George Washington, “making provision for the Payment of the Interest on the Balances due to certain States, upon a final settlement of the Accounts between the United States and the Individual States.” Signed at the bottom by Randolph.
