As Germany and Japan conspire for world domination, angry FDR asks about a secret report that formed the cornerstone of early WWII naval strategy

ALS, as president, in pencil, signed “FDR,” one page, lightly-lined, 5 x 8, no date. Letter written to “Dan.” In full: “That highly confidential hush hush Hepburn report was sent in toto to Congress–and is public in Japan Germany etc in full detail of…plans etc. Please ask Chief of Operations why this was done this way–full report desired.” In fine condition.

FDR was none too happy to learn that a report by a committee headed by Rear Admiral A. J. Hepburn—one designed to investigate the creation of additional Naval bases in the Atlantic and Pacific oceans—was “public in Japan [and] Germany”...the two nations against which the US aimed to protect itself. The Hepburn Report recommended that establishing a US naval base at Guam would protect the Philippines from attack as well as the West Coast, and allow greater operations in the Atlantic Ocean. The Roosevelt administration, well-aware of the threat posed by the Japanese in the Pacific Ocean, used the report as the foundation for America’s Far Eastern policy beginning in 1941—one in which deterrence became the basis of US foreign policy against an aggressive Japan.
