DS as president, one page, 21.5 x 16.5, no date. Unissued four language ships papers, nicely signed in black ink 'Abraham Lincoln,' and countersigned by William Seward as secretary of state, but not completed. This document would have been forwarded to the customs office at the port to be completed. The fact that it is not filled in by a customs officer may suggest that it was perhaps signed by Lincoln close to the time of his assassination, and therefore unable to be issued. In fine condition, with expected storage folds, a small area of light toning from seal, trivially spreading to bold signature, intact seal and a shade of light toning to several other panels.
