Signed by Madison as president and Monroe as Secretary of State. Beautifully suede matted and framed with color portraits of Madison and Monroe, to an overall size of 26 x 24. In very good condition, with scattered toning from tape remnants, worn but intact seal, document fold through a single letter of Madison's signature and some light soiling and toning.
