President Arthur mourns the recent loss of his predecessor, James A. Garfield

LS as president, signed "C. A. Arthur," one page, 5.75 x 9, black-bordered "Washington" mourning letterhead, November 2, 1881. Letter to the Hon. Henry A. Smythe of New York City, in part: "I have your letter of the 27th ultimo, and thank you cordially for your good wishes and kind expressions. The suggestions you make regarding yourself will receive due consideration." In fine condition.

Chester A. Arthur had just assumed the presidency six weeks earlier on September 19, 1881, following the tragic death of President James A. Garfield, who succumbed to wounds from an assassination attempt in July 1881. President Arthur's use of black-bordered stationery was a formal custom signifying grief during the ensuing period of national mourning. Here, he writes to Henry A. Smythe, formerly collector of customs for the Port of New York, who had been impeached in March 1867 on charges of corruption. Initially viewed with skepticism due to his ties to political machines, Arthur surprised many by embracing reform and distancing himself from corrupt practices. His presidency marked a shift toward civil service reform, most notably with the passage of the Pendleton Act in 1883.
