ALS as the Secretary of State for the Colonies, signed “Winston S. Churchill,” three pages on two adjoining sheets, 5 x 8, embossed Colonial Office letterhead, June 10, 1922. Marked “Private,” a handwritten letter to Alfred Harmsworth, 1st Viscount Northcliffe, in full: “As you know, I have been for many years a strong opponent of the Canadian Cattle Embargo, & I have several times declared publicly my opposition to it & my support of the movement for its removal. I have often talked it over with Beaverbrook, as you suggest, & it was largely due to my representations that a line has been taken by the Government which enables the House to vote freely & Ministers to take their own line. I have every intention of voting for the removal of the Embargo, & if necessary of speaking in that sense. I agree with you in thinking the Canadian grievance a very real one, & the result produced by a sense of injustice, of failure to keep promises, & of the disingenuous fixing of a stigma on Canadian herds, is undoubtedly the cause of serious injury to British Imperial interests in the Dominions. I shall do everything in my power to secure the removal of this invidious distinction." Affixed to the left edge is a typed secretarial summary of Churchill’s letter. In fine condition. Accompanied by a custom clamshell presentation case.

In October 1892, the British government imposed an embargo on live Canadian cattle because of suspected pleuro-pneumonia in cattle shipped from Montreal. This embargo sparked strong opposition in Canada, particularly among Western Canadian ranchers who relied heavily on the British market. Despite the department's best efforts to investigate and disprove the allegations, the British government refused to relent on its embargo. Winston Churchill, who was Colonial Secretary at the time, played a crucial role in advocating for the removal of the embargo. He recognized the economic importance of Canadian cattle to Britain and the potential harm to Anglo-Canadian relations caused by the embargo. His efforts, along with growing domestic pressure in Britain, eventually led to the embargo’s lifting in 1932.
