In February, President Bush had attended a 'Drug Summit' in Cartagena, Colombia, with Colombian President Barco, Peruvian President Garcia, and Bolivian President Paz Zamora. All four leaders signed a multilateral agreement, the 'Document of Cartagena,' which created an alliance among the four nations against the drug trade. At a February 15, 1990 news conference held at Ernesto Cortissoz Airport in Barranquilla, Colombia, as he was about to return to Washington, Bush said, in part: 'In signing the document we've committed ourselves to the first common, comprehensive international drug-control strategy. We, in fact, created the first antidrug cartel. The document, which creates a flexible framework under which the four of us will coordinate our activities, covers the major issues of economic assistance; demand reduction; expanded law enforcement and interdiction activities; the involvement of military resources, where possible, appropriate; and the control of precursor chemicals, automatic weapons, and other key components of the narcotics trade; the pursuit of profits and sharing of seized assets; and a commitment on the part of all of us to continue together regularly to coordinate our activities.'
In 1990, coca cultivation in Colombia was estimated at about 92,700 acres. By 1999, according to the U.S. State Department, that number had soared to 303,000 acres. In 2008, Colombia remains the world's largest coca producer and the supplier of 90 percent of the cocaine consumed in the United States.
