Queen Victoria appoints Thomas Horsfall Heabow Garrett to be an “Officer in Our Cavalry.” Signed in the upper left corner by the queen, and countersigned below by General Sir Edward Lugard (1810-98) as Under Secretary of State for War, and Edward Cardwell, 1st Viscount Cardwell (1813-86) as Secretary of State for War. The original blue paper seals remain affixed to the left side. In fine condition.
