Partly-printed vellum DS as president, one page, 15.5 x 19, April 5, 1899. President McKinley appoints Frederick Rodgers as a “Rear Admiral in the Navy." Boldly signed at the conclusion by William McKinley, and countersigned by Secretary of the Navy John D. Long. The blue embossed Navy Department seal remains affixed to the lower vignette. In fine condition, with light creasing in the blank areas. Rear Admiral Frederick W. Rodgers was an officer in the United States Navy (1842–1917) who fought in the American Civil War and rose to be the last commander of the Asiatic Squadron. He was a grandson of U.S. Navy Commodore Matthew C. Perry.
