President Cleveland assigns a future U.S. Secretary of State to treat with Spain in 1885

Partly-printed DS as president, one page, 8 x 10, April 18, 1885. President Cleveland directs the Secretary of State to cause the Seal of the United States to be affixed to “a full power given to Mr. John W. Foster, Minister of the United States at Madrid, to negotiate a Treaty of Commerce with any person authorized in like manner by H. M. the King of Spain.” Signed neatly at the conclusion by Grover Cleveland. In fine condition. John Watson Foster was an American diplomat and Union military officer (1836–1917) who served as U.S. secretary of state under President Benjamin Harrison. Prior to this, Foster served as an envoy to both Mexico and Russia before President Chester A. Arthur appointed him as the ambassador to Spain.
