President Harrison directs the Secretary of State to cause the Seal of the United States to be affixed to “my Ratification of the original text and exchange copies of the General Act or Conventional Agreement, concluded and signed at Berlin, June 14, 1889, between the United States, Germany, and Great Britain, in regard to the neutrality and autonomous government of the Samoan Islands.” Signed boldly at the conclusion by Benjamin Harrison. This document pertains to the 1889 Treaty of Berlin, also known as the Samoan Treaty, which was the concluding document of the conference held in Berlin in 1889 regarding Samoa. The treaty, which reconvened the adjourned Washington conference on Samoa from 1887, included the establishment of a condominium in Samoa, shared by the United States, Germany, and Great Britain, and ensured the independence and neutrality of the Samoan government (public finance was reorganized, and the Samoan king elected in 1881 was restored). Unfortunately, 10 years later, the condominium ended in political turmoil due to the ratification of the Tripartite Convention of 1899, which partitioned the Samoan archipelago.
