President Polk appoints Samuel Milligan as “Commissary with the rank of Major (Under the Act Approved June 18, 1846) in service of the United States.” Signed boldly at the conclusion by James K. Polk and countersigned by Secretary of War William L. Marcy. The off-white War Office seal remains affixed to the upper left. In fine condition, with multiple intersecting folds.
