Description

Partly-printed vellum DS as president, one page, 15.75 x 19, June 11, 1894. President Cleveland appoints Warner B. Bayley as “Chief Engineer in the Navy with the relative rank of Lieutenant." Signed at the conclusion by Grover Cleveland and countersigned by Secretary of the Navy Hilary A. Herbert. The bright blue Navy Department seal remains affixed to the lower vignette. In fine condition. Rear Admiral Warner Baldwin Bayley (1845–1928) was a United States Navy officer whose career specialized in engineering and included service in the Spanish–American War and the investigation of the sinking of the battleship USS Maine.
