Description

Partly-printed vellum DS as president, one page, 15.5 x 19, March 5, 1901. President McKinley advances Warner B. Bayley “two numbers in rank on the list of Lieutenant Commanders in the Navy for Eminent and Conspicuous Conduct in Battle.” Signed boldly at the conclusion by William McKinley and countersigned by Secretary of the Navy John D. Long. The blue Navy Department seal remains affixed to the lower vignette. In fine condition, with scattered light stains. Rear Admiral Warner Baldwin Bayley (1845–1928) was a United States Navy officer whose career specialized in engineering and included service in the Spanish–American War and the investigation of the sinking of the battleship USS Maine.
