Partly-printed vellum DS as president, signed “Benj. Harrison,” one page, 15.5 x 18.75, December 16, 1889. President Harrison appoints Charles S. Williams "to the grade of Passed Assistant Paymaster with the relative rank of Lieutenant Junior grade." Boldly signed at the conclusion in ink by President Benjamin Harrison, and countersigned by Secretary of the Navy Benjamin F. Tracy. In very fine condition, with toning to the edges, and a singed area at the bottom which has affected the seal and has been partially repaired on the back; the bold signature is completely unaffected.
Charles Sumner Williams (1856-1936), a New York native, rose to the rank of rear admiral with the Supply Corps of the U.S. Navy. In 1880 Williams became an Assistant Paymaster in the U.S. Navy with a rank of Ensign. He served for more than two decades on various ships at sea. He was later appointed general storekeeper at the Norfolk, Virginia, Navy yard. During and after World War I, he was the Commanding Officer of the Fleet Supply Base in New York City. He retired in 1920, but remained with the Navy Reserves.
