Union general (1815-1872), known as 'Old Brains,' who, despite his administrative skill as general in chief, failed to achieve an overall battle strategy for Union forces. Lincoln once described him as 'little more than a first rate clerk.' Civil War-dated ink signature, "May 24th/63, H. W. Halleck, Genl. in Chf.," on an off-white 3.25 x 1.25 lightly-lined slip. In fine condition, with light toning to the right border. Accompanied by an unsigned engraved portrait of Halleck, with a small tear to the edge.
