Partly-printed vellum DS as president, one page, 15.5 x 19, December 28, 1897. President McKinley appoints Harry Lee Bailey as "Captain of Infantry in the service of the United States." Nicely signed at the conclusion in ink by President William McKinley, and countersigned by Secretary of War Russel A. Alger. The blue seal affixed to the lower left remains mostly intact, with a small piece missing from the top. In fine condition.
