President McKinley directs the Secretary of State to “cause the Seal of the United States to be affixed to my proclamation convening the Congress of the United States in Extra sessions on March 15, 1897.” Signed neatly at the conclusion by William McKinley. In fine condition. Accompanied by an original print of McKinley’s referenced proclamation.
Two days after taking office on March 4, 1897, President William McKinley called a special session for Congress, a move informing all that he was determined to make good on his promise to bring back protectionism while also remedying government finances. The answer to the revenue question was the Dingley Act, passed on July 24, 1897, which raised tariffs in the United States to counteract the Wilson-Gorman Tariff Act of 1894. As a result, Congress imposed duties on wool and hides, which had been duty-free since 1872, and increased rates on linens, silks, china, and sugar.
