DS, two pages plus cover sheet, 9 x 13.75, February 27, 1959. Issued from the "Presidential Palace" in Havana, Cuba, in the "Año de la Liberacion [Year of the Liberation]," Castro creates the position of Consul General with the rank of Minister of Cuba, to serve as Cuba's representative in Miami. The document justifies the appointment in light of Miami's "exceptional importance to the Cuban Revolutionary Movement," setting the office's budget at $5,000 per year. Signed at the conclusion in ink by Prime Minister Fidel Castro, President Manuel Urrutia Lleó, and Minister of Works Rufo Lopez Fresquet. The blue seal and ribbon affixed at the bottom remain intact. In fine condition, with binding holes and related chipping along the left edge, and irregular toning to the cover sheet.
Castro had assumed the role of prime minister just two weeks earlier on February 16, 1959. He would soon make an unofficial visit to the United States, meeting with Vice President Richard Nixon on April 15, 1959. Despite his efforts to normalize relations with the US, Castro's increasingly socialist policies and nationalization of American holdings in Cuba soon brought about the complete dissolution of ties between the nations.
