Letter to New York Senator Pat Moynihan, who served as an advisor to Nixon during his presidency, in full: “After all of the blood that was left on the floor at Camp David and then in our lobbying efforts with the Congress for F.A.P., I was particularly pleased to see the Welfare Reform Bill enacted into law. As I am sure you will agree, it is only a beginning in dealing with what has been a virtually intractable problem for a quarter of a century. I am convinced, however, that it is without question a step in the right direction. And if it is not sabatoged [sic] by those who have the responsibility for administering it at the federal and state levels, it will go down in history as a landmark legislative achievement.” Nixon adds the salutation in his own hand. Enacted on October 13, 1988, the Family Support Act was a federal law that amended Title IV of the Social Security Act to revise the Aid to Families with Dependent Children (AFDC) program to emphasize work, child support and family benefits, as well as on withholding the wages of absentee parents. The Job Opportunities and Basic Skills Training program (JOBS) was a welfare-to-work program created by the Family Support Act to replace the Work Incentive program (WIN).
