Vellum manuscript DS, signed "Tho. Mifflin" and "A. J. Dallas, Secretary," one page, 15.75 x 13, August 19, 1791. As governor of Pennsylvania, Mifflin appoints Jacob Rush to be "President of the Several courts of Common pleas" in various named counties. Signed on the left side by Governor Mifflin, and countersigned at the bottom by Alexander J. Dallas as secretary. Rush pens and signs his oath of office on the reverse. Center portion of the white paper seal affixed to the upper left remains intact. In very good condition, with overall soiling, scattered stains, a clipped lower left corner, and damage to the seal.
Mifflin (1744-1800) was a Rev. War. General, Aide-de-Camp to Washington, a signer of the US Constitution, and the first post colonial governor of Pennsylvania. Dallas (1759-1817) served as both U.S. Secretary of the Treasury and U.S. Secretary of War under James Madison. Jacob Rush, a brother of Founding Father Benjamin Rush, later became a Justice on the Pennsylvania Supreme Court.
