Scallop-topped ship’s pass issued for the "Ship Rockingham of Portsmouth, Thomas Lunt, master or commander…mounted with no guns…To Pass with her Company, Passengers, Goods and Merchandize without any hinderance, seizure or molestation, the said Ship appearing by good testimony to belong to one or more of the Citizens of the United States." Signed at the conclusion by James Madison as president and countersigned by Secretary of State Robert Smith. The original embossed seal remains affixed to the lower left corner. Archivally mounted and framed to an overall size of 18 x 22.75. In fine condition, with the signature a bit light in places.
