Shekell as "a Justice of the Peace, in the County of Washington, in the District of Columbia, and to keep, and cause to be kept, all laws for the good of the peace, and for the preservation of the same, and for the quiet rule and government of the people." Boldly signed at the conclusion by President Abraham Lincoln and countersigned by Secretary of State William H. Seward.
