President McKinley appoints Benjamin Alvord as "Chief Ordnance Officer of Volunteers, with the rank of Major, in the service of the United States." Boldly signed at the conclusion by President McKinley and countersigned by Secretary of War Russell A. Alger. The bright blue seal affixed to the lower left remains intact. In fine condition, with a horizontal fold near the bottom edge.
