The signatures include: Andrew Johnson, Hannibal Hamlin, Edward Bates, Montgomery Blair, Simon Cameron, Salmon P. Chase, William Dennison (DS), William P. Fessenden, John Hay, Horatio King, Hugh McCulloch (2), John George Nicolay, William H. Seward, Caleb B. Smith (DS), James Speed, Francis E. Spinner (ALS), Edwin M. Stanton, John Palmer Usher (ADS), and Gideon Welles. In overall fine condition, with light staining to the bottom edge of Chase, and irregular toning to Spinner.
