The recipient was the wife of Francis J. ‘Reds’ Bagnell (1928-1995), a Navy veteran and All-American tailback for the University of Pennsylvania who served as president of the College Football Hall of Fame and was appointed to the American Battle Monuments Commission by Ronald Reagan and George Bush.
