Boldly signed at the conclusion by President Roosevelt and countersigned by Secretary of State Cordell Hull. The white paper seal affixed to the lower left remains fully intact. Framed to an overall size of 25 x 21. In very good to fine condition, with creasing in the margins, heaviest at the bottom.
A naval aviator, Aubrey Fitch held several important aviation-related commands both at sea and on shore from the 1920s onward through World War II. After seeing action in the Pacific early in World War II, he returned to Washington in the summer of 1944 to become the US Navy's Deputy Chief of Naval Operations (Air). In that role, he skillfully and efficiently directed the aeronautical organization of the Navy, oversaw efforts to assure the readiness and deployment of air units, and planned all of the related logistics measures. He was also appointed to the National Advisory Committee for Aeronautics (NACA)—the forerunner to the National Aeronautics and Space Administration (NASA)—serving alongside the likes of Hap Arnold, Vannevar Bush, and Orville Wright as one of fifteen members overseeing the direction of the nation's aeronautical research and development.
