Gubernatorial correspondence "respecting an amendment of the Constitution of the United States"

Attorney and politician (1745-1819) who played an influential role in the development of the United States Constitution at the 1787 Philadelphia Convention, and later served as the sixth and tenth governor of Massachusetts. LS, one page, 7.75 x 9.75, October 11, 1814. Letter to "His Excellency the Governor of the State of Mississippi," David Holmes, in part: "I enclose Copies of Votes of the Senate and House of Representatives of this State, respecting an amendment of the Constitution of the United States, proposed by the Legislatures of the States of Pennsylvania and Tennessee." In fine condition. The proposed amendment would have reduced the terms of United States Senators from six years to four; the Massachusetts legislature declared the measure 'inexpedient,' and recommended that it not be adopted. Encapsulated in a PSA/DNA authentication holder.
