Withington would most cheerfully recommend him as a consistant Democrat, and qualified to fill the Situation he applys.” Above, Withington makes his plea for “obtaining a Situation as Inspector of Customs.” Signed at the conclusion by William M. ‘Boss’ Tweed, and countersigned by seven others, including: New York Mayor and renowned shipbuilder Jacob Aaron Westervelt, Elder Archibald Maclay, lawyer and politician Charles D.
