American politician (1760-1833) who succeeded Alexander Hamilton as Secretary of the Treasury under Washington and Adams, and went on to serve as governor of Connecticut. Partly-printed DS, signed "Oliv: Wolcott, Jr.," one page, 6.75 x 4, June 2, 1789. Interest note in the amount of two pounds, in part: "I hereby certify that Hows Osborne is entitled to receive the Sum of Two Pounds Lawful M[oney, ou]t of any Funds appropriated for the Payment [of Interest] on the liquidated Debt of the State of Connecticut." In fine condition, with a circular cancellation hole.
