Bellows of Brooklyn, New York, in full: "In answer to yours of the 1st inst., I have to say that, in the absence of any special rule to the contrary, parliamentary usage permits the Chairman of a Committee to read his report, if he so desires. It is in fact in the nature of a speech and he may desire to explain portions of the text as he reads it. He may, if he prefer, present the report for the Clerk to read but it is his right to read it himself." Archivally mounted, matted, and framed with the original handwritten mailing envelope to an overall size of 11.75 x 19.75. Includes a copy of the front of the letter. In fine condition.
