ALS, one page, 8 x 10, December 29, 1840. Letter to General C. F. Cleveland, in part: "I send you the enclosed letter which ought to have been received three days since but has been detained with the mail since Saturday. On the subject of the mail at Hampton, I wrote on the day that I saw you, and as I understand your arrangement was preferred…Will you state what your arrangement was when you have your interview…It would have been better to have made your proposition…in the first instance to the department." Franked on the reverse, "Free, G. Welles." In very good to fine condition, with intersecting folds, and some staining to the integral address leaf. Accompanied by an engraving bearing a facsimile signature.
