Carter, in full: "Your favor of the 25th April, and the accompanying memorial came duly to hand. I have laid there before the Committee of Ways and Means for their consideration. You will see that we have done a great deal to relieve you in the Int. Rev. bill lately introduced into the House. We have undertaken to avoid the duplication of taxes and have generally taken off the tax on raw materials and on the primary processes of manufacturers." In fine condition.
