In full: "In your letter of the 24th inst. you state that there is a quantity of baggage belonging to brigades of this army, stored in Staunton with men detailed from the brigades to protect it. Please inform me what the nature and amount of the baggage referred to is—and the brigades to which it belongs—giving the names of the parties in charge of it—that I may be enabled to give explicit directions for its removal." In very good condition, with overall toning, and some discoloration and wrinkling to the left edge from old mounting remnants on the back edge.

In late December 1862, the Confederates were taking stock of men and materiel two weeks after the pivotal Confederate victory at the Battle of Fredericksburg (December 11-15, 1862). Staunton, Virginia was located in the Shenandoah Valley some 90 miles west of Lee's headquarters, and was a major Confederate manufacturing, supply, and railroad hub.
