Partly-printed DS in Cyrillic, one page, 8.75 x 13.5, November 17, 1904. Legal document issued from Tsarskoe Selo and headed (translated) "Edict to the Chapter of Russian Imperial and Royal Orders," in full: "In expression of our special good will toward Belgian national Jules Vincent, We most graciously have bestowed upon him the title of Cavalier of Our Imperial Order of Santa Anna, third class; in consequence of which, we command the Chapter to issue this Cavalier the medals and document related to this honor." Signed neatly at the conclusion by Nicholas II. Mounted, matted, and framed with a portrait of the Russian Emperor to an overall size of 21.75 x 20.5. In fine condition, with a lightly trimmed left edge, and thin toning along the right edge.
