Partly-printed vellum DS as president, one page, 15.5 x 18.75, January 6, 1917. President Wilson appoints Louis C. Scheibla as "a Lieutenant in the Navy." Signed neatly at the conclusion by Wilson, and countersigned by Secretary of the Navy Josephus Daniels. Partial dark blue Navy Department seal remains affixed to lower vignette. In very good to fine condition, with creasing and scattered small stains, damage to the blue wafer seal, and overall rippling.
