Neil Carothers III was a Rhodes Scholar and an active Republican who served on the National Finance Committee and was active in several presidential campaigns. During his career, he served as a science adviser to the State Department, then the National Science Foundation, and also as a special representative of the International Union for the Preservation of Nature and Natural Resources and of the National Academy of Sciences to the countries of South America.
