Confederate general and the 37th Governor of Virginia (1823-1895) who was the youngest brigade commander and only non-professional military officer in the division that led Pickett's Charge, during which he was severely wounded. Partly-printed DS, signed “J. L. Kemper,” one page, 11 x 8, December 16, 1876. As Governor of Virginia, James Kemper appoints W. A. Stewart as "Inspector of Fish for the City of Alexandria for the term of office beginning January 1st 1877." Signed at the conclusion by Kemper. Lower left bears the embossed red seal of Virginia. Double-matted and framed with a portrait to an overall size of 25.75 x 14.75. In fine condition.
